On April 26, Peking University Shenzhen Graduate School (PKU Shenzhen) hosted the 123rd session of the Nanyan Lecture Series and the 7th session of the Youth Forum, featuring a keynote speech by Mr. Leung Chun-ying, Vice Chairman of the 14th National Committee of the Chinese People’s Political Consultative Conference and former Chief Executive of the Hong Kong SAR.

Lecture Venue
In a talk titled “A Tale of Two Cities: The Unique Relationship Between Hong Kong and Shenzhen,” Mr.Leung offered an in-depth reflection on the past, present, and future of cross-border collaboration between the two cities. He emphasised that Hong Kong and Shenzhen, as twin engines under the “One Country, Two Systems” framework, have together written one of the most vivid and successful stories of modern China’s urban development.

Keynote Speech by Leung Chun-ying
During his lecture, Mr.Leung outlined seven defining features of the Hong Kong–Shenzhen relationship, including complementary economies, high mobility, interconnected infrastructure, deep cooperation across different legal systems, shared history, and immense potential for future integration. He stressed that this unique relationship has created a globally relevant model for metropolitan synergy and delivered tangible benefits to residents on both sides of the border. He also reiterated that the synergy between the two cities is not merely a regional affair, but a vital component of China’s broader national development strategy, especially within the context of the Guangdong-Hong Kong-Macao Greater Bay Area.
Looking ahead, Mr. Leung expressed confidence in the continued vitality of Hong Kong–Shenzhen cooperation. He called for sustained institutional innovation and knowledge integration to unlock new momentum for the region, positioning both cities to make greater contributions to the nation’s prosperity.
At the close of the event, PKU Party Secretary He Guangcai presented Mr. Leung with a commemorative plaque on behalf of the Nanyan Lecture Series.
The event offered a meaningful platform for dialogue on regional integration, innovation, and urban governance. PKU Shenzhen remains committed to strengthening its ties with Hong Kong in areas such as scientific research and talent development, contributing to a shared future under the evolving framework of “One Country, Two Systems.”
